In an area of northern Spain known as Basque Country, the Spanish government and the region's people are in a constant political struggle as the Basque people strive for autonomy, an effort that occasionally leads to bloodshed. Attempting to start a dialogue between the opposing factions, director Julio Medem conducts a series of interviews with numerous individuals about the issue -- even though the interviewees refuse to be in the same room. Through editing, Medem creates the conversation.
